Rio Grande Valley Families & Friends of Murdered Children (RGV-FFOMC), Inc. supports victims of violent crime, homicide survivors, and children who witness violence by providing trauma-informed advocacy, crisis intervention, emotional support, and guidance through healing and the pursuit of justice.
We are committed to protecting victims’ rights, promoting safety, and standing alongside families during their most critical moments, ensuring they are never alone in their journey.
About Us
Rio Grande Valley Families & Friends of Murdered Children (RGV-FFOMC) was established in 2014 following the tragic murder of my brother, Rogelio “Roger” Garcia, on September 13, 2011.
Roger was born on November 22, 1955, and was 55 years old at the time of his death. He was a devoted brother, son, veteran, and community member whose life was taken by violence in his own home during the early morning hours.
Born from grief and transformed into purpose, RGV-FFOMC stands as a beacon of compassion, justice, and healing for families affected by homicide across South Texas. We are a survivor-led 501(c)(3) nonprofit organization based in Edinburg, Texas, dedicated to supporting families and friends whose lives have been forever changed by violent crime.
Our organization provides trauma-informed advocacy, emotional support, crisis intervention, and guidance through the criminal justice process. We understand the unique and lasting pain of losing a loved one to violence, and we are committed to being a source of strength, healing, and hope, ensuring that no family faces this journey alone.

How the VOICE Resolution Began
A Promise Kept, Mom
The VOICE Resolution was born from a promise made in grief and kept through action.
After the murder of my brother on September 13, 2011, I made a solemn promise to my mother, Dalia Rosa Garcia—that his life would not be reduced to a statistic and that his death would not be in vain. I promised her that I would speak when others could not, stand when families were too exhausted to stand alone, and pursue justice with dignity and resolve.
From that promise, the VOICE Resolution was created. It serves as a guiding principle for advocacy, survivor support, and the pursuit of justice for families impacted by homicide.
What began as a personal vow evolved into a guiding oath: to be the voice for victims who were silenced, to advocate for homicide survivors navigating unimaginable loss, and to seek justice—not only in the courtroom, but in policy, community awareness, and healing.
My brother was a United States Coast Guard Veteran whose life was defined by service, compassion, and a deep love for the water. Though violence shattered his dream, it did not end his purpose. His legacy lives on through the VOICE Resolution—transforming grief into advocacy and remembrance into action.
Over time, survivors who walked this journey beside us asked to take the VOICE Resolution themselves. What began as one promise became many—shared by mothers, fathers, siblings, spouses, and children who refused to remain silent.
Survivors engage with the VOICE Resolution at their own pace, in their own way, and on their own terms.
Today, the VOICE Resolution stands as a collective commitment: a promise made, a promise kept, and a promise carried forward by survivors who choose to honor their loved ones by standing in truth, dignity, and justice.

Pharr Declares September 25th as “National Day of Remembrance for Murder Victims”
We host the 13th Annual Candlelight Vigil on September 25, 2025, which was the National Day of Remembrance for Murder Victims. The event was held in Pharr, TX, at the José "Pepe" Salinas Memorial Recreation Center, from 6:00 to 8:00 p.m. and included candle lighting, name readings, and sharing of stories. Our mission is to foster healing by offering a safe space to share stories, resources, and hope on a journey towards recovery.
